Perfectly normal as I have the same card and the cooler is horrible. That's why I swapped to a Morpheus II (had to modify it slightly to fit).
Oh I'm not doing that again! I have no complaints about the temps on my 6700 XT Fighter, the cooler does fine. It's the silicon that's sub-par. If good silicon was being held back by a crapfest cooler like my golden sample 1080 then it'd be worth it to get another Morpheus II, but not for this one. It's OK though as I have enough GPUs from both companies that I was due for a potato which still gets the most FPS/$ of any new card I've bought.
