You have the whole front panel that is perforated with vent holes. That's more than enough to provide proper intake.
If I had that case I would modified the front to allow mountable fan frame to have additional fans using spacers screws but that just my thinking of modifications :)

I would be more concerned where is your CPU cooler fan blowing? To the back of the case, where it is the fan or to the front?

What it should is to blow to the fan in the back, as the fan in the back should blow out of the case.

No, I inverted it and it's blowing air to the front as well.

Ah ok. So here's the official specs and that is what you should expect stock;
EDIT: Oops, it seems I copy/pasted the wrong link in. Intel doesn't seem to have an ARK page for the Xeon 2666V3.. Weird.

The all-core steady state turbo for that CPU is 2.9ghz. So if you can get the all-core turbo to stay locked at a faster speed, you know you've unlocked the clocks. That CPU isn't multiplier unlocked, so the best you can expect is to unlock the max all-core turbo and a bit of BCLK for it. For that CPU you should be able to squeeze 3.1ghz all-core and 104mhz, maybe 105mhz, out of the BCLK.

Oh if I'm not mistaken they pretty steady at almost 3.5!

I did the bios mod myself , with a 50 60 undervolt (whatever that means) and then on the BIOS I disabled 2 cores making it an 8/16 CPU.

Undervolting is the terminology of decreasing voltage to the cpu = reducing temperature = reducing power at a small minitule scale

Oh i know that, what I don't know is what the 50 60 are. Specially since it's two different numbers....
How do you get it that fast without changing the multiplier?
I didn't do anything. Only changed the BIOs and there it was. I don't have that computer with me atm, I lent it to a friend of mine that is considering buying a computer for emulation. Should get it back in a week.

Seems he figured a way by disabling two cores in order to go higher clocks via bclk I'm guessing as you think about it more cores/threads are enabled on that cpu it have yielded less clocks is shown but with two disabled cores it went higher in clocks seems like a pretty good idea to overcome the limitation of the cpu in question.
Undermillivolt could be 0.050v or 0.500v depending on the bios/board some may not have alot of range to tinker with due to the limitation of a Chinese board or barebone board is what I am thinking possibly but could be wrong on that

I changed the BIOs by doing it myself after watching a video tutorial. It was real weird but also quite easy to do. THe only part I had any real agency was in the undervolt part. He said to go for 50/50 undervolt cause it works pretty much all the timem ,but you might go lower under the risk of instability so I went for 50 60. So far no problems, my friend also didn't report no BSODs or anything.

If Unlock Turbo Boost enables all cores to the max Turbo then I guess it worked. Can I try to go even higher???
Yes, with a BCLK OC. Seems you're running stock(100mhz) if 3.5ghz is what you're getting. You might get the BCLK to 104 or maybe 105, which would result in a bit more of a boost. 105 x 35 = 3675.
