Does the T3500 have the functionality so the computer turns off if the cpu gets to warm?
Yes, the T3500 has the thermal throttle and thermal shut-off functionality built in.

I had that motherboard options about different temperaturs on a old Acer Aspire T120 bios. But the motherboard was a Elitegroup KM400-M Rev. 1.0B Mainboard Sockel 462 AGP.
Not sure how that applies here.

One thing about Dell BIOS error messages. Fan Fail and maybe some others need to be cleared manually in the BIOS. This can cause confusion if you've fixed the problem but the error message persists. I think it's SYSlog where they reside. It's pretty easy to tell when a Dell is starting to get hot. The big industrial fan(s) start screaming at you.
