The sensible guess is cheeky sidegrade from using automotive radiator. Being an air filter it appears they have a blower motor on the other end sucking air through and past some homebrew cooling solution inside the tubing which is also automotive. Real question here is how they are using the sensor just behind air filter that necessitated dual hose clamps.
