The timings on the set you linked to are not typical c16 timings at all
Typical hynix & micron is 16-18-18-38
Those you linked to are 16-20-20-38 which is really weird.

Look at the tag on the sticks to verify timings.
Tag verifies same

I tested everything and the only thing I can point to is RAM being the issue.

Purchasing replacement RAM is a rather expensive way to test your theory.

Yeah I actually wanted to mention this from the start off... buying new RAM for fixing Fortnite? Eh.

Might make more sense if the RAM is being carried to another PC, and the new RAM is gonna be delivering actual stability to the whole PC, though.

I actually just bought a dirt cheap 16GB Adata 3200C16 set rated at 16-20-20-38.

They were super cheap.. I have no idea what they are, I just messed with them for about 5 minutes when I first plugged them in. After two cmos clears I just enabled DOCP and let them run :D

ADATA has been well established since DDR 1 spec. I never had trouble from them unlike Corsair and Kingston...

Since DDR 3 for corsair, Kingston Started right at ddr2... Both tempermental brands. Both were replaced by Crucial, Mushkin and GSkill for me.

This IS your problem....Cheap is as cheap does, & you only get what you pay for....'nuff said... :roll:

I tested out some their ram when a while back when it was mentioned by someone here or over at (H)ard or dealnews.....

Every kit I used (8x) in every config I used (2x4gb, 2x8gb, 2x16gb, 4x16gb) in every machine I used it in (14, both current Intel & AMD) had problems of one sort or another.... so I returned it all and went back my usual Corsair, GSkill, and/or Crucial.

However, do NOT, under any circumstances, attempt to use Corsair ram in an AMD based rig, unless of course you wanna endure a repeat of your current scenario that is :D

Crucial ballistix 3600, they have great compability on Ryzen, also quite tweakable if you want to. If you want to spend a bit more and tune more Patriot Viper 4400cl19, they often cost little aswell and will run fine at 3800cl16 1.4V.

You should "if you haven't already" try different primary timing for cl17 or at last resort cl18 and see if they work better than the weird cl16 it states they pushed that spec just to get into the c16 crowd

So something even weirder I have XMP enabled for 3200MHz but the RAM is only reading in OS as 2667MHz

Oloy been in the rig since built?
Have you updated the BIOS? If so, was it with the Oloy in the system?

I ask as I literally ran into a build with questionable ram and it did all sorts of odd things to a BIOS, including corrupting BIOS updates.

You could try setting XMP, and then manually set the speed to 3200MHz and see what shakes.

Do you still have the old kit for testing? Just to verify the XMP/DOCP switch works as intended?

Could be a corrupt SPD table, but that is either poor workmanship or a lot, and I mean a lot, of messing around to do these things.

Do you still have the old kit for testing? Just to verify the XMP/DOCP switch works as intended?

Could be a corrupt SPD table, but that is either poor workmanship or a lot, and I mean a lot, of messing around to do these things.

Well we know that RAM isnt up to the job then.

I feel like maybe it isnt the RAM per say, but more of the motherboard not liking training after XMP is applied, and it shits the bed and runs SPD to save itself. Not that that happenstance changes your situation, but it would explain what you are currently seeing.
