Stutter with jitter effect/ frame drops?

Hey all I recently purchased a powerspec g510 and ever since I got it, it's been a stuttering mess. upon purchase I installed the newest amd drivers, installed b550 chipset and fired a few games. all of them stuttered and I can't seem to figure out why, the only thing I can think of is thermals because within 3 minutes of game time the gpu (red devil 6700xt) core temp is around 70s-low 80s. hot spot is mid 80s-90s the cpu is high 80s- about 90c off the bat. But I looked online that these aren't throttle temps for my build? Besides overheating I'm unsure what exactly could be causing this.
Red devil 6700xt
Ryzen 5 5600x (stock cooler)
Asus Prime B550m-a
G skill (not exactly sure which make) 2133mhz 2x16gb 2133mhz (xmp to 3200mhz)
I believe the psu is a evga 650w bronze 80+ but I have to crack open the case to find out for sure.
The case is a powerspec branded lian li 205

Fps starts out great around an average of 130 fps at high-ultra settings 1440p (144 refresh) when the stutters occur the frames drop from 130 to 90, or even lower (lowest I seen was a drop to 21 fps and the game literally froze for four seconds), I apologize if this isn't much info to work with if you need to see a speccy or something of the sort just please let me know, pretty desperate for help if someone figures it out I'll gladly trade a steam item to sell (dead serious I just want to game in peace) thanks for your time.

Do you run a hardware monitoring program? Something like msi afterburner with cpu and gpu frequencies osd? I wonder what those look like when the stuttering happens

These clocks bounce up and down constantly maybe a recording would be better suited to judge if it is lmk I'll set up obs or something. But these clocks seem relatively small no?

Additional screenshots of afterburner after 5 mins of playtime

Looking back at what you said
core temp is around 70s-low 80s. hot spot is mid 80s-90s the cpu is high 80s- about 90c off the bat.
looking at this . I doubt it’s a thermals issue though the screenshots show 81 max on cpu ..
Tbh I couldn’t notice a drop in Frames , it looks like 144fps stable ! Are you experiencing stuttering even though msi shows 144fps ? Or does it show a drop in frames when you see the stuttering?
I think if you can record it while it happens is better, at your convenience ofc , if someone else looks into this they might help better if they see it manifesting .

Could be driver issue , or a bad ssd/Hdd , not sure
You can run separate hardware benchmarks that might reveal something.
run a gpu bench , then cpu bench and bench the ssd see how fast it reads and writes and how consistent those results are

I'm not sure if I did this right powerup doesn't allow me to attach videos so I used obs to capture and sharex to upload via google drive, the link is here https://drive.google.com/uc?id=1CqbQC-_4ClhSQm54DG1k77EK1-4yNfVm. And no it's never really a solid 144fps it always fluctuates I'm not entirely sure if the drops are related to the stuttering but I believe they are. I do know for a fact my frametimes drastically spike when the game does stutter, I ran crystaldisk and it said the ssd health was good, my seagate refuses to work on my pc but it detects it (don't exactly know why so I couldn't test the ssd theory)

I have benchmate for cpu related tests, is the free version of 3dmark acceptable for testing the gpu? thanks again for your response.

what else is running in the background... those look like IO stutters / something eating up stuff in the background.

Went ahead and took screenshots of the programs running and the start up tab, I didn't really see anything but then again I wouldn't really be able to tell lol. appreciate the response.

Can you share screenshots of amd Radeon settings ( graphics settings)

They will get the job done , basically the goal is you run benchmarks and keep an eye on monitoring software, for ex while running gpu bench you keep an eye on frametimes to See if the high frametime problems only happens in a certain game or it’s happening globally ( to rule out poor game optimization issues) etc ...

pretty sure all is default except freesync premium pro enabled, I am downloading 3dmark as we speak as soon as it's done i'll fire it up and screenshot the report

@eidairaman1 Is this the screen you need to see or everything? I'm pretty new to hwinfo so I apologize first off lol.

With that you probably should change 10bit to 8bit .

Hope it reveals something...
Just curious though! What polling rates you have set for you keyboard and mouse ,?
I'm actually unsure I just grabbed an inland kc-01 on sale when I bought the pc, is there anyway to check what rate I have set with a program? sorry for my cluelessness lol 3dmark just done will screenshot in a few.

Make sure when you disable 10 bit pixel format that’s it’s disabled for the games too.

You can download keyboard inspector ( for keyboard) , and go to the Mouse rate checker ( website by -zowie/benq) for the mouse .

Just changed from 10 to 8 bit, 10 bit pixel format was already disabled. I just got done 3dmark I want to apologize for not zooming in on the graphs, I couldn't project the actual number while using sharex.

Just installed keyboard inspector the keyboard comes up as 125hz and the mouse comes up as 500-450hz (roughly)

With nice hardware like that, if they installed a bronze grade PSU, you got ripped of with that component but you'll have to confirm it first like you said originally.

Its all about the guts, if the specific psu model can be given i can tell what platform its from

You're right and to be fair I did figure I was getting skimped on some part going into this whether it be the mobo, ram or psu something was gimped, I can grab another psu and install it no problem all other prebuilts had that exploding gigabyte and thermaltake smarts this build seemed relatively better besides the meh airflow and iffy psu

Yes, quality juice produces quality results.

Nothing less than gold grade bare minimum.

Iffy PSU would manifest in other ways than just game stuttering... A bad PSU would shut the whole system down at load / cause at least some other components to fail. The GPU is actually dropping utilization from the game engine as well as in 3d mark... Which means either a driver is going nuts, a peripheral (mouse/keyboard etc.).

One person here actually unhooked the front USB headers and that stopped all stuttering. Might be worth a shot.

Is this the pre-installed windows that you are on? Have you tried just wiping it, and installing nothing but the GPU drivers?
