Stutter with jitter effect/ frame drops?

With nice hardware like that, if they installed a bronze grade PSU, you got ripped of with that component but you'll have to confirm it first like you said originally.
I just took a look inside, I couldn't really get the psu out entirely but I noticed it's a high power brand, I'm fairly positive it's bronze.
Iffy PSU would manifest in other ways than just game stuttering... A bad PSU would shut the whole system down at load / cause at least some other components to fail. The GPU is actually dropping utilization from the game engine as well as in 3d mark... Which means either a driver is going nuts, a peripheral (mouse/keyboard etc.).

One person here actually unhooked the front USB headers and that stopped all stuttering. Might be worth a shot.

Is this the pre-installed windows that you are on? Have you tried just wiping it, and installing nothing but the GPU drivers?

It's a pre installed windows, when I brought the pc home the windows welcome screen was already up, so I should create a windows 10 usb and clean install then reinstall the chipsets/gpu drivers? I did factory reset using windows 10 itself as I just found my usb.

Don't even bother with chipset drivers at first... just install the barest minimum possible.

When troubleshooting weird stutters, the best/fastest way I find is to go full stock, reset bios, disable xmp, wipe windows, disconnect everything from the motherboard (usb headers) and computer just keyb mouse and monitor -- just install bare gpu drivers and run a game that stutters the worst. If you're still getting a ton of stuttering then, you know it's a hardware issue... could be looking at network/ router/ ssd /psu /gpu etc. At that point, depending on how much time and commitment you have it may just be best to take back and go with another model...

if not, and the game stutters way less, then enable xmp -> test, then hook everything else back up -> test, then install your software -> test.

Hi there, I've been working with OP the past few days trying to fix his jittering issue. Below is a list of changes I've had him make to his settings:

Disabled PBO (prebuilt manufacturers enabled it even though he had stock cooler)
Updated all drivers via AMD Auto detect
Made sure Ryzen Master was running on the default OC mode
Updated bios
Disabled XMP (and setting different memory times)
Increased DRAM voltage
Disabling Radeon Software Auto OC tuner
Disabled Freesync
Disabled Vsync
Disabled Enhanced Sync
Increased memory clock
Decreased core clock
Cleaning old drivers with the AMD cleanup utility
Disabled PCIE power saving
Disabled 10-bit pixel format
Disabled Microsoft game bar
Disabled discord overlay
Set audio channel to "stereo"
Increased the card's power limit via MSI Afterburner
Updated Ryzen Master
Set refresh rate to 60hz (from 144)
Set games to run at 1080p




COULD NOT BE TESTED:
Decreasing mouse polling rate (hardware doesn't have supporting software)
Disabling/Enabling Random Access Memory (unsupported)
Changing windows power plan to high performance

I am just completely baffled by what the issue could possibly be.

Hey all, I clean installed windows, disabled xmp kept bios at stock (made sure pbo is off) downloaded the bare minimum gpu drivers and disconnected the usb headers nothing is working so far, I did go ahead and download memtest86 and boot that up via usb let it run for about three hours and it ran through 3/4 (I stopped it after the 3 hour mark) with no reported errors, safe to assume RAM is perfectly fine. I'm honestly at a loss of what this even could be at this point but regardless I appreciate everyone's time and effort trying to determine what's going on.

Currently using a dell s2721dgf (1440p 144hz) monitor, tried both display port and hdmi.

Edit: Not exactly sure if it has usb pass through if I want to be honest.

Update: I was playing around with my monitor's refresh rate and put it down to 60hz with an unlocked fps and it resorted in stutters, I then locked the fps to 60 using rtss and the stutters are gone, only problem is 60fps/hz is completely vomit inducing to look at for me (unless it's my monitor itself), is this any sort of a clue or am I grasping at straws? lol (I did try this before and it didn't work so surprise indeed).

So I've set the fps cap in RTSS to the min avg fps it'd drop to, TF2 and DOOM seem to be handling well but Mordhau I can't get smooth to save my life, at this point is it just the game's optimization and not my hardware? The only other thing I can think of this being is maybe the GPU itself but doubt that, looks like progress either way though.

About Gsync/Freesync from what I've read :

If you go above your display's maximum refresh rate, there will be no more forced sync with the display, as if you go under the minimum which is 30FPS for Gsync and 40FPS for Freesync (if I'm not wrong about those numbers), the sync will stop until you go above the minimum Gsync/Freesync range.

So if you play a game where you are above 144FPS (which seems to be the case from your screenshots on your original post), Freesync will wait you go below 144FPS to do its job with your display. Then you go above 144FPS again, it stops, works again, stops, this may cause stutters.

All you can do is cap your max FPS in the drivers to 141FPS to be sure you never go above the maximum refresh rate of your display when you have Freesync enabled to prevent Freesync to stop doing its job.

For Gsync, people say you better disable Vsync while using it, to avoid frame drops. It may be the same with Freesync.

Now if you experience stutters only in 1 game with Freesync OFF, it can be the game x)

I'm still on the fence of if what I'm doing is a placebo or not. I know for sure no matter what I do Mordhau refuses to run smoothly lol, I'm going to download a lot of games rn that I haven't tested so I'll keep everyone posted on that as well.

Yeah exactly I had freesync on in radeon and the monitor itself with a 141 cap, It doesn't ever go below 40fps, heck I never even seen it go below 60s yet, it's just pretty decent drops (example: 141 to 80 fps) something along those lines, and I did I used what was presetted first (ofc ultra) had it on a mix of high/medium/low, even went down to full medium graphics and it still stuttered constantly.

Yeah I'm just as confused as everyone here tbh lol

OP Try running app LatencyMon for while and see if you have certain issue with the latency in your PC....

Looking at your initial Afterburner screenshots, your fps is at 144 yet your GPU utilization is quite low, especially considering that your clocks are also quite low for that GPU. Your in-game GPU thermals are also in the low 50s. (Everything concerning your CPU is as expected.) Overall, this indicates that your GPU isn't really being utilized properly. What games are you playing, and at what settings? This is pure speculation, but it might be that the game is too light for your GPU to boost properly, putting it into a non-optimal operating range where it's also slow to respond to demand spikes, resulting in stutters. I have seen something similar with my 6900 XT when I tried playing Rocket League on my secondary 1080p75 FS display - the load was so low the GPU wasn't really kicking into gear (same combo of low clocks and low utilization) resulting in stuttery performance. For me, using my main 1440p display or uncapping the framerate resulted in a smoother experience. This is purely anecdotal and not something that I've even spent any real time troubleshooting, mind you. My play experiences in more demanding titles (like Metro Exodus or Jedi: Fallen Order) have been buttery smooth.

Those games are pretty old I would say it's the games themselves

Don't know why I can't quote anymore but here's a screenshot of latencymon running for a bit, idk why that was but now when I play (Mordhau for example, ultra settings 1440p) the gpu usage sits between 79% to 99% with a temp of 74-mid 80s (never went close to 90)clock speed around 2479mhz, cpu usage sat at 25-35% and a temp of 83-87c,.

Don't know why I can't quote anymore but here's a screenshot of latencymon running for a bit, idk why that was but now when I play (Mordhau for example, ultra settings 1440p) the gpu usage sits between 79% to 99% with a temp of 74-mid 80s (never went close to 90)clock speed around 2479mhz, cpu usage sat at 25-35% and a temp of 83-87c,.
Did you left latencymon running while you played games?If you didn't do that....Also that latency on your pic ain't critical but it was almost in "red"....

Just to ask the obvious: have you reported this to the game developer and/or as a bug to AMD (there's a bug report tool bundled with the driver)? That would be my first course of action - it might well be a game or driver issue.
