TBF, intentionally disabling a warning signal - even a malfunctioning one - probably comes with a lot of liability nobody is willing to take on. After all, it "failed safe" for passing vessels.
Ships can actively avoid the shore and the rocks near them. People can not avoid intense sounds which can potentially damage their hearing. They need to pull the plug until it's fixed.
