Software and Driver Requirements
As mentioned before, running the dual-CCD 3DV-Cache Ryzens successfully, requires a little bit of software setup, so that the AMD software can make the best decisions whether to place a given workload on the CPU cores with more cache stacked on top, or whether it's better to run on the cores without additional cache, which operate at higher frequency.
First, make sure Game Mode is enabled in Windows Settings
Now open the Microsoft Store App and install Xbox Game Bar. This can be done without any account at Microsoft, no login required.
Next, you have to install the newest AMD Chipset driver package. Please double-check that there's eight items that get installed, I've had one installation where only seven entries showed up and performance was much lower than expected. I think enabling Game Mode and installing Game Bar needs to be done first.
Once the drivers are installed, you should see a "AMD 3D V-Cache Performance Optimizer" entry in Device Manager, System Devices. If you get an unknown device "ACPI\AMDI0101," then your chipset drivers aren't installed properly, Uninstall and reinstall them.
See below for AMD's slide deck with guidance and explanations on how everything is working together.
