HIS Announces its Radeon HD 5830 iCooler V Graphics Card Series

Today HIS unleashed the revolutionary new HIS Radeon HD 5830 iCooler V 1GB GDDR5 Turbo and Standard version. I am just not understanding why the lower cards, e.g. less heat cards, are getting amazing (or decent aftermarket) coolers on them so soon....

That's not why they're getting coolers, ATI said that all 5830's are going to be non reference coolers. It was listed in a slide somewhere.
