NVIDIA GeForce GTX 1070 Clock Speeds Revealed
NVIDIA posted the product page of its upcoming GeForce GTX 1070 graphics card, confirming its clock-speeds, and related specifications. The card features a nominal GPU clock speed of 1506 MHz, with a maximum GPU Boost frequency of 1683 MHz. The memory is clocked at 2000 MHz (actual), or 8 GHz (GDDR5-effective), working out to a memory bandwidth of 256 GB/s. The company also rates the card's single-precision floating point performance at 6.45 TFLOP/s. Other key specs include 1,920 CUDA cores, 120 TMUs, and 64 ROPs. The GeForce GTX 1070 goes on sale, on the 10th of June, 2016.

Degraded from 6.75TFLOP/s to 6.45TFLOP/s? I thought they upgraded it from 5.78TFLOP/s to 6.45TFLOP/s.

Faster than a 970? WAY faster
Faster than a 980? A little bit(conservatively....quite a bit actually IMO)
Cheaper than a 970? No. ~$50 more launch price(but a Deal Of The Century in comparison)
Cheaper than a 980? WAY cheaper(1070 launch price $379 vs. 980 launch price $549)
More power efficient than a 970 or 980? Define power efficient. Uses less power/has a lower TDP?
970 = 148W TDP
980 =165W TDP
1070 = 150W TDP
You do the math.
as for my own opinion in the 1070 ... i just hope this will be 970 drama all over again ... for me either a good custom 1080 or waiting 1080Ti, since my 980 is still going strong and i would not replace it by a 1070, or even shift for R9 480 or wait Vega ... probably one of the 2 last option ... nvidia disappointed me this time ... (funny, eh? that's imho, don't judge it :p )
