I do, and every time I see yellow exclamation marks everywhere ! No but seriously. Interaction is more than talking - interactivity is more than clicking X for dialogue. But even being asked for a coin here or there...
That's already one crucial element that's missing and I'd expect to be especially common in Night City.
Here's a game from nearly 15 years back doing it better - not even talking. Just interactivity. The idea you're part of the environment, you know. Cba to find gameplay videos and timestamp them, but they exist, and its interesting to see all the minor differences, at some point it just hits you how little CBP offers that way.
Its about creating gameplay loops just simply out of the world you're using. AC nailed that. You could just casually stroll through the city and you would always end up in some form of event. In AC1, those weren't all map markers either. It was just emergent gameplay as they say. You see a few soldiers harassing a girl, you can interfere or you can let it pass - that sort of stuff. And from one thing comes another. Next you find yourself getting chased through small alleys, you find a hiding spot, you wait, and you're back doing what you want.
Night City hasn't got that, and even when it does, the gameplay loop always ends with overpowered police killing you in one shot. Its clear 'this was not how you are meant to play', which, in an open world, is strange. Compare it also to 5 star Wanted in GTA! Same penalties apply, overpowered police coming in to seal the deal as you went waaay too far... but its a game in its own right.
Too easy. Given all the other stuff that was missing or just plain unfinished, I think its a weak excuse to hide that more so than trying to evoke a specific idea of society. Its easy, right? 'The world is fucked up and boring, enjoy all the content we didnt make'... mhm. Sure. Also... purposelessness isn't exactly what is driving V or his arch enemies, you even get to choose on it... so where does that fit in?
And even more on that philosophy... if there is no purpose, why would people be in conflict? Why would they not aspire to find purpose? Those are all angles to create content on. Even todays' modern society is full of purpose, however silly, backwards or insignificant it might be. Dunno... the theory just doesn't work for me.
