Below is the comparison between Windows 10 22h2 vs Windows 11 24h2. Same environment, same settings, same drivers. Bloatware removed.

Can't figure this one out. For me is just Windows 11 which has this BUG with frame-times.
This might deserve it's own thread, but I'm thinking it more a driver issue than a Windows version issue.

We are almost in 2025 - those tests are obsolete now because many updates have been released.

Also those are only on Intel CPU's. For Intel the difference in performance is not significant, for Ryzen is a different story.
In 2021, 11 was reportedly broken for Ryzen. 21H2 required multiple updates for the Ryzen issue to get solved, so I didn't upgrade to 11 until April, 2022.

No... not yet. It wasn't available the last time I checked and since I'm on intel I have less to gain, and I'm kind of hesitant to be making changes with all the damn issues some of my hardware has ( like the 14700kf... is it safe long term... who knows?) Had to turn off c-state 8 and 10 to get my computer to not reset on idle and light load, and I've met quite a few other people with the same issue on other gigabyte boards (I'm talking dozens of people, its a big issue, its not like the psu or the ram or anything trust me), and its happened all up and down the lineup. High end boards. Low end boards. And everything in between. I am hoping its a bios problem but the longer it lingers the more I start to wonder if gigabyte cut some corner they shouldn't have, and now they have trouble delivering low voltages consistently. So I gotta stay at .7 rather than .2. wish there was a middle option or something. And yeah I sent a perfectly fine cpu in for rma thanks to gigabyte, but my fault too for jumping to conclusions. Though to give gigabyte some credit, when I asked for the beta bios taken off their website, they did end up giving it to me, but for some reason, vid limits dont work with it, probably bios and intel firmware not playing nice or something.

Anyway, all that to say, this whole headache came after the 0x12b update so I'm not exactly in the mood for fixing things that aint broke right now.

Look at my Windows 11 issue here... this is something unexplainable for me, same drivers, same settings, bloatware removed, all chipset drivers up-to date and drivers in general, bloatware removed.

This is micro-stuttering in CS2 on Windows 11 24h2. On Windows 10 22h2 everything is smooth...
It may be a problem with the sound driver, you can try reinstalling it.
Otherwise you can try a profile like this.
If you have MSI Afterburner, clock your card, close it and with CapFrameX make a recording to check if there is the same problem, the check interval of both programs should be 1000 ms or more.

Sharing small update with my experience on 24H2. Over the holiday I did several different things to machine and had some unfavorable moments afterwards. I put in a new gpu with latest driver from last month. Could it be a gpu issue? Sometimes the monitor won't get the signal upon booting or waking from sleeping or screen off. I have not pin pointed what is causing it yet. I also connected a new wireless card usb briefly when I got back, it didn't do anything, so removed it and left my other one in that did work but I could not properly connect to my wifi and have internet anymore. sfc /scannow didn't resolve it. Ended up installing latest driver from manufacturer, restarted and it fixed it, but that was never a problem before... Generic always worked before. Dunno what the issue was. The delay between disabling and enabling wifi before the fix was abnormally long and buggy. Did inserting that other one mess with the existing one? I never experienced that before, but my biggest gripe is the display signal not returning back despite using mouse and keyboard to bring back activity to wake up leaving me to force a shutdown with power button -__- Everything else seems okay for now

You can use LatencyMon to check.
This Windows 11 mate...

"Also WhySoSlow and LatencyMon have trouble running on Windows 11 2024H2 edition. After starting the program, the main application window never shows up. A temporary fix has been published which will remain available until the next versions will be released. "

This is from LatencyMon site. Windows 11 is just such a mess... But i will try.

Got updated to it after I swapped out from a 1700x to 5700x3d over the weekend. So far haven't noticed anything and working fine on my end.

I've been working with computers three decades and I can wholeheartedly confirm that while 24H2 IS manageable, it is by far the buggiest microsoft OS since Vista, 8, and Millenium. It depends on what you are doing with it, it can be set just right to be workable, but little things have been creeping out. The cpuz blue screen hard error, alot more restarts, higher latency moments, framerate/frametime drops, etc.

Knowing what I know now, I'd prefer 23H2. I have that on my laptop it is smooth and works GREAT. 24H2 has potential but it is NOT there yet. I would revert back to 23H2 if I were you all and I may do so myself.

You most likely have to go to https://www.microsoft.com/en-us/software-download/windows11 to get it. I've only seen it in windows update via newer machines. There are many different reasons why it won't be offered through windows update. Just remember it will wipe everything installing with usb.. so back up everything you care about to an external drive or stay on 23H2 for now.

Yes, I read it, but do you have a problem running it?
It probably depends on the old software library that was removed in the clean install of Win 11 24H2.
I ask because I have no problem running it, so you can try.

I didn't do a update but a clean install. So far so good Found it a bit confusing for finding some of the settings but google helped a lot Now I'm much better with it after a few days The only issue i seem to be having is with Bluetooth. It doesn't seem to want to connect to my phone but other then that It works well enough. BTW I'm using windows 11 24H2 .

Thank you! So i'm not the only one observing these things.

Examples here in CS2 - micro-stutters / mini-freezes while playing... not happening in Windows 10 22h2:

Upgrade installs are more likely to have bizarre slowness, even when this does not always occur. (When not doing a clean install)

For people with 23H2 doing upgrade installs to 24H2, with dedicated graphics especially, that issue is the most likely to occur. Problems are the most likely to occur with AMD graphics users using Adrenalin or Pro graphics software. Including, but not limited to abnormal slowness

Knowing what I know now, I'd prefer 23H2.
I still have 23H2 on my daily-driver.

Found this channel - looks legit. Also it confirms my suspicions. Windows 11 24h2 has stuttering / frame-time issues, at least on Ryzen CPU's.

Note the 1% and 0.1% lows in 24h2.

For Cyberpunk 2077, I see GPU and CPU under-utilization. Something's wrong, looks like it's throttling on 11 24H2 when it's not on 10 22H2!

(But not thermal-throttling)

If this is happening with Vermeer, then I would be worried even more! Then it may be like the very-early 11 21H2 days all over again!

Looks like a bug fix needed.

this is on all CPUs -- I lost massive amounts of performance on my 13700K as well. Also POE2 will randomly crash on loading screens unless it's set to Realtime Priority with SMT disabled. 24h2 is an actual nightmare.

Sounds like a broken scheduler.

24h2 is an actual nightmare.
Don't like 11? Then you must use a group policy, if you have Pro or Enterprise to stay on 10. You also must use a group policy, to stay with 23H2 on 11.

Those are interesting results. We can't know the Windows config that tester is using. However there is an much interesting aspect to consider. What you glossed over was that in the second half of that very same video the tester does what they called "Real World Scenario" runs and what do you know? Little to no difference whatsoever..

As I've said before, context is important. Unless we know the configurations used in each example, a meritful conclusion can not be made.

No it isn't. I install 24H2 daily on systems I build and there are no issues at all. If you're having the problems you just stated you should try a fresh install. The update for 24H2 is known to have issues. A fresh install is known to be problem free.

I just did a fresh install on both machines, and yes - raptor lake, alder lake lose massively in the lows compared to 10 and early W11. High power plan and locked cores... Try it for yourself. Bench an early version of 11 or 10 vs 24h2 and see for yourself if you don't believe the countless posts on the internet.

Yes, there's a group policy option to disable updating to 24H2 on 11 and likely update to 11 from 10. Windows could update to 24H2 without warning, especially on 11. Also nags on 10.
