Fan speed is controlled by temperature, actual minimums dependent on fan ability.
The ASRock X299 Gaming i9 is outfitted with five four-pin fan headers, all of which are pushed via the Nuvoton controller pictured above. Unless you're neurotic about controlling your fans, you can just use the offered controls within the BIOS to have it automatically set up the fan curves for you.
The System Fan headers are a bit limited in function if you do not; however, one of them is capable of acting as one for an AIO pump header with relative ease, and a lot of options are there for you to change, including a PWM option to make sure pump heads that offer PWM control work just as well as those that do not (since you can swap to a standard voltage-driven "analog" control option as well).
