There are many ~400 USD chinese laptops such as www.gearbest.com/ultrabooks/pp_3006177975637406.html?wid=2000001&lkid=80634421 with all main features of this (aluminium body, slim design, touchscreen etc.) and more functional Windows 10. And I bet that Samsung use eMMC instead of SSD, which eliminates Chrome OS speed benefits.
Yeah, they evolve to needing to do computing on the platform their employer has adopted, which is going to mean a Windows computer in most cases, maybe a Mac.
Hardware looks decent enough though, if you could load a GP OS on it and have more than a glorified web browser.
Or does the OS turn the keyboard off?
It isn't OLED but it's peak brightness is also much higher.
