There are still differences between 7000 Pro and EPYC. You can't run TR in dual socket configurations, some of the more advanced technologies aren't available either - like SEV-ES/SEV-SNP/SEV-TIO.
As for this particular product - it's shipped in a desktop case that can optionally be mounted in a rack, but that doesn't make it equivalent to an EPYC server. Boxx also offers a more advanced rack case with redundant power supplies for TR Pro, but I wouldn't consider it a server setup either - just a rack-mounted high-end workstation.
