This is about designing. You don't need AI/ML to design you a new car, car design is relatively simple and, more importantly, well understood by now. Designing a CPU is much more complex, I would take any help available placing those billions of transistors as efficiently as possible.
I know many people think of money as something dirty, but really money is just what society gives me in exchange for my work, so that I can exchange it for other people's work and fulfill my needs. When I'm working my a$$ off and I see lots of people can cover their basic needs by doing nothing, what would be my new motivation?
I get that people in dire straights need temporary assistance. But when you say "universal", that's scary to me.
