As noted by VideoCardz, the web link displayed on MSI's accompanying poster would indicate that the special green and gold special SUPRIM X model is destined for the Chinese PC hardware market—where miHoYo's Honkai games franchise is super popular.

The MSI GeForce RTX 4090 SUPRIM X "Ruan Mei" special edition's packaging does not make a distinction between the onboard GPU being a US sanction-compliant NVIDIA GeForce RTX 4090 D variant, or the original + uncompromised AD102-300-A1.
