A Reprieve: Select PC Hardware Exempt of Tariffs on Chinese Imports to the US

The US Trade Representative on Friday granted a reprieve to the increased tariffs being levied at China-imported electronic goods. The exemption, valid for one year until 20th August 2020, includes some products that will be welcome to PC hardware enthusiasts, including motherboards, graphics cards, desktop cases, "mouse input devices" valued over $70, "trackpad input units" valued at over $100, and power supply units that output more than 500 W.

The exempts have come as fruits of requests from US stakeholders in the hardware space; should imports be available only from China (meaning there are no alternate sources of said materials) or if the tariff could cause "severe economic harm", a temporary reprieve on the levies could be sought. And so the exempts were requested, and now granted. Prices paid before the announcement of the reprieve that included the added tax penalties are final; the exemption is only valid for orders after September 20th. This means the 25% increased rates (itself an increase on the initial 10%) on the tax basis are now frozen when it comes to the aforementioned hardware. This means companies no longer have to scramble to source their manufacturing to countries other than China, and that prices increased for end consumers on the basis of the tax increase are now meritless.

Exclusivity Costs: EPIC Games Store's Control Cost $10.5 million to Become PC Exclusive

Control is one of the better single player releases of this year already, and has been enough of a success for Remedy and 505 Games to launch a content roadmap stretching all the way to 2020. The game is being served on PC exclusively through the EPIC Games Store, which, besides offering developers higher revenues than Steam, has also launched an all-out campaign to secure high-profile exclusives such as Control and Metro: Exodus (even if some of them are timed exclusives).

Now, an Italian earnings report from 505 games highlights that the developers received a lump, $10.5 million upfront from EPIC; according to the report, "Revenue comes from the computer version of Control (...) The game was released on August 27 but the structure of the marketplace who requested the PC exclusivity has made possible to gain the revenue starting from this quarter." It appears EPIC is offering a safety net for developers in exchange for the exclusivity deals, paying upfront the amount of revenue developers expect to receive from the games' sales throughout the PC platform. In this case, the $10.5 million correspond to a total of 200,000 individual sales of Control. Until that number is achieved, EPIC keeps the full revenue from every sale. Any units sold starting from 200,000, and the revenue is split between the developer and EPIC. It's a win-win, really: EPIC gets more and more traction and publicity on its store, and developers guarantee they get the minimum amount they'd expect to earn by selling the game across the full spectrum of PC marketplaces.

PC Teaser Trailer Released for Detroit: Become Human

Well, Quantic Dream has been on a roll launching its formerly PlayStation-exclusive titles in a remastered form on the PC platform. I hope you've been having fun with them - if you crave strong, cinematic storytelling and complicated, branching choices and dynamic narratives, David Cages' brainchilds will be right up your proverbial alley. And it seems the PC versions of the games are well optimized and have more than adequate compatibility and stability - and I might be making the ports a disservice by using those particular adjectives. Just keeping your expectations in check.

I'd say this is one of the more aspiring stories told by Quantic Dream - easily. The scenarios that play out in the course of the game are all too real (at least in my own personal view of society and our systems) not to take a look at. It's a human dream, this one game. Take a look at the trailer after the break. Detroit: Become Human will be available for the PC platform via the Epic Games Store, and is expected to drop before the end of this year.

Intel Says AMD Did a Great Job (with Ryzen 3000), But Intel CPUs are Still Better

It is no secret that AMD has made a huge success with its long awaited "Zen" CPUs and returned to PC market stronger than ever. Intel however has neglected AMD's presence and only recently admitted what an impact AMD made. At this year's Gamescon, Intel started a new campaign against AMD with a point that Intel's CPUs are still better performers with "real world benchmarks" backing that claim.

"A year ago when we introduced the i9 9900K," says Intel's Troy Severson, "it was dubbed the fastest gaming CPU in the world. And I can honestly say nothing's changed. It's still the fastest gaming CPU in the world. I think you've heard a lot of press from the competition recently, but when we go out and actually do the real-world testing, not the synthetic benchmarks, but doing real-world testing of how these games perform on our platform, we stack the 9900K against the Ryzen 9 3900X. They're running a 12-core part and we're running an eight-core," he adds. "I'll be very honest, very blunt, say, hey, they've done a great job closing the gap, but we still have the highest performing CPUs in the industry for gaming, and we're going to maintain that edge."

Sony Toys with the Idea of Porting PlayStation-exclusives to PC

Sony Interactive Entertainment (SIE) is opening up to the idea of porting PlayStation-exclusive games to the PC, which is growing in popularity on the backs of titles that play best on this platform, such as Fortnite and Minecraft. At the moment, Shawn Layden, who heads SIE, is interested in putting some its first-party titles (developed and published entirely by SIE) on the PC platform. Compared to arch-rival Microsoft, Sony's garden has had taller walls. Microsoft has interests in both its Xbox console, and the Windows PC ecosystem, particularly the Microsoft Store, and has shepherded many of its ecosystem partners to co-develop for both platforms. Its latest move is the Xbox for PC GamePass, that brings about some coherence between the PC and Xbox.

Sony is gearing up for the next round of the Console Wars against Microsoft, in which its PlayStation 5 console will compete with Microsoft's codenamed "Project Scarlett" console. Both consoles will be designed for 4K Ultra HD televisions, with preparation for higher resolutions, such as 8K. Speaking on the development, Layden said "We must support the PlayStation platform — that is nonnegotiable. That said, you will see in the future some titles coming out of my collection of studios which may need to lean into a wider installed base."

ORIGIN PC Introduces an Internal Liquid Cooling Distribution Motherboard Mount

ORIGIN PC has launched CRYO CORE, an internal liquid cooling distribution system that routes the liquid cooling of the system through a motherboard mount for improved aesthetics.

Built out of acrylic, the CRYO CORE can be held in a standard orientation and can be added to MILLENNIUM or GENESIS gaming desktops. Intel Starts Shipping 10 nm Ice Lake CPUs to OEMs

During its second quarter earnings call, Intel announced that it has started shipping of 10th generation "Core" CPUs to OEMs. Making use of 10 nm lithography, the 10th generation of "Core" CPUs, codenamed Ice Lake, were qualified by OEMs earlier in 2019 in order to be integrated into future products. Ice Lake is on track for holiday season 2019, meaning that we can expect products on-shelves by the end of this year. That is exciting news as the 10th generation of Core CPUs is bringing some exciting micro-architectural improvements along with the long awaited and delayed Intel's 10nm manufacturing process node.

The new CPUs are supposed to get around 18% IPC improvement on average when looking at direct comparison to previous generation of Intel CPUs, while being clocked at same frequency. This time, even regular mobile/desktop parts will get AVX512 support, alongside VNNI and Cryptography ISA extensions that are supposed to bring additional security and performance for the ever increasing number of tasks, especially new ones like Neural Network processing. Core configurations will be ranging from dual core i3 to quad core i7, where we will see total of 11 models available.

Intel's CEO Blames 10 nm Delay on being "Too Aggressive"

During Fortune's Brainstorm Tech conference in Aspen, Colorado, Intel's CEO Bob Swan took stage and talked about the company, about where Intel is now and where they are headed in the future and how the company plans to evolve. Particular focus was put on how Intel became "data centric" from "PC centric," and the struggles it encountered.

However, when asked about the demise of Moore's Law, Swan detailed the aggressiveness that they approached the challenge with. Instead of the regular two times improvement in transistor density every two years, Swan said that Intel has always targeted better and greater densities so that it would stay the leader in the business.

GIGABYTE Launches X570 Aorus Master Motherboard

GIGABYTE today officially launched its latest addition to the Aorus series of motherboards, made for the new generation of Ryzen 3000 series processors. The "Master" as it is called, is an impressive feat of engineering designed to handle even the most power-hungry Ryzen CPUs like the 16 core Ryzen 9 AMD recently showcased.

For starters, the board is featuring twice the amount of copper wires usually needed to implement a PCIe connection, which means less information loss on PCB. It has a 14 direct phases of Infineon digital IR 3556 PowIRstage MOSFETs VRMs that are capable of delivering 50A each, which means that the VRM is capable of delivering up to 700A of current, providing additional headroom for CPU overclock. To handle the large amount of VRMs effectively, the board is equipped with beefy heatsinks and a heat pipe that has direct contact with VRMs. Sandwiches between the heatsink and the board is a new generation of thermal pads designed by LAIRD, with 1.5 mm thickness and 5 W/mK thermal conductivity.

Dungeon Action-RPG 'Underworld Ascendant' Available Now For PlayStation 4, Coming Soon To Xbox One

Intel Turns to Samsung in Order to Resolve CPU Shortage on the 14 nm Process

Intel has seemingly partnered with Samsung, one of the largest manufacturers of Integrated Circuits, in order to help reduce the CPU shortage currently affecting the PC market. It is the first time ever that Intel turned to Samsung for it's CPU manufacturing given that, historically, Intel's Client Computing Group (CCG) has always relied on Intel's internal fab to manufacture all of its components. But as resources in those fabs became constrained, Intel CCG started looking at other resources, such as TSMC, to manufacture the chipsets used in Intel-based motherboards.

In a report prepared by Sedialy, a South Korean news media, Intel turned to Samsung specifically to meet demand on its 14 nm products. This unexpected move came after negotiations which, if you believe the rumors before the news, were in progress for quite some time already. Samsung has formally agreed to manufacture Intel's CPUs of the microarchitecture code-named 'Rocket Lake', which will serve as processors for mini PCs, planned to be released in 2021.

DOOM Eternal to Also Support Raytracing

In another iD Software game supporting ray tracing (we already know Wolfenstein: Young Blood will support it), id Software's Marty Stratton confirmed that DOOM Eternal will also support the graphics technology. In what capacity, it is unclear as of yet; whether for a global illumination solution, like Metro: Exodus, or just for reflections and shadows like most games seem to be using, is unknown at this point. Looking back at how the "original" DOOM looked, and considering changes to graphics technologies under the new iD Tech 7 engine, however, DOOM Eternal really is looking to be one of the best looking games - at least on the PC platform.

As Marty Stratton put it, "RTX makes it look, you know, amazing. There are great benefits but it doesn't necessarily expand our audience or that the way that the way that something like Stadia does so, but absolutely people can look forward to DOOM Eternal and id Tech 7 supporting ray tracing. Absolutely. I mean we love that stuff, the team loves it and I think we'll do it better than anybody honestly."
