NVIDIA GeForce RTX 3090 Ti Gets Custom 890 Watt XOC BIOS
Extreme overclocking is an enthusiast discipline where overclockers try to push their hardware to extreme limits. Combining powerful cooling solutions like liquid nitrogen (LN2), which reaches sub-zero temperatures alongside modified hardware, the silicon can output tremendous power. Today, we are witnessing a custom XOC (eXtreme OverClocking) BIOS for the NVIDIA GeForce RTX 3090 Ti graphics card that can push the GA102 SKU to impressive 890 Watts of power, representing almost a two-fold increase to the stock TDP. Enthusiasts pursuing large frequencies with their RTX 3090 Ti are likely users of this XOC BIOS. However, most likely, we will see GALAX HOF or EVGA KINGPIN cards with dual 16-pin power connectors utilize this.
As shown below, MEGAsizeGPU, the creator of this BIOS, managed to push his ASUS GeForce RTX 3090 Ti TUF with XOC BIOS to 615 Watts, so KINGPIN and HOF designs will have to be used to draw all the possible heat. The XOC BIOS was uploaded to our VGA BIOS database, however, caution is advised as this can break your graphics card.

Seriously, though, I guess nvidia knows that new Radeon RX 6950 XT 16 GB will be extremely fast, so prepared this special BIOS to try to keep a record or two in the benchmarks...

They'll continue to leapfrog each other, generally because they release at different periods.
Why does nvidia use the Ti suffix and not Ultra anymore? Ultra is its legacy naming... Just wait to see a 4090 with 1100-watt BIOS ;)
I will probably sit out this gen coming up. I don't want to invest expensive high end hardware that also costs a bunch to run. Just not feeling it this round.

More current means more heat
NVidia(and everyone else) need to find better ways to increase performance WITHOUT increasing power draw. I feel you there. AFAIK, you can't make a VBIOS without NVidia's tools or there would have been much more BIOS modding going on.
So i see the 4090 being exactly like a FX5800/5900, fermi.

If only people couldn't underclock...
A top limit of 890w is'nt so difficult to accomplish. The chip has quite some shaders, cores and all that and every Mhz extra counts into more power being consumed. If the chip was'nt so large the total power consumption woud'nt be so high. This is simply the tradeoff of one large chip.
It is basicly 6970 x2 Quad crossfire territory. And 800W of power needs to be cooled directly. The heat density would be so astronomus. You cant just cool this with water unless your using a high end chiller with that.
