I think they're trying to do a play on the old doge meme speak type thing from the mid 2010s but to bring it back literally 10 years after the joke died is.. a strange move.

No, grammatical errors, spelling mistakes and poor sentence structures is still the norm today. Ever go on reddit? That's where a lot of these PCMR and others post like that daily - they think sounding like someone who has profound mental retardation, is cute or funny.
